Note: This is based on the Funimation dub of the movie.
The eleventh Dragonaball Z movie starts with some scientists working on bio-mechanical warriors. The bio-warriors emerge from their tanks, and the employer of the scientists, a man named Jaguar, plans to make these the greatest fighters on Earth. His cousin, Men-Men, warns him that the creation of the bio-warriors might be dangerous, but Jaguar just laughs as he looks at one of his unfinished bio-warriors wags his tail in his hibernation tank. Then the movie moves on to Android 18 demanding her money from Mr. Satan at his mansion. The debt was made when 18 let Mr. Satan win the World Martial Arts Tournament for 20 million zeni. When he says that he does not have the money, she starts breaking everything in Mr. Satan's home. Mr. Satan's pleas for her stopping are heard outside by Maron, Krillin, Goten, and Trunks. Goten and Trunks are watching from a window while Maron and Krillin are waiting by the gate. Then Men-Men shows up at Mr. Satan's mansion and tells him that he has been "invited" to fight Jaguar's warriors. Mr. Satan refuses at first, remembering how he defeated Jaguar when they were kids, but then Men-Men tells him that he is being blackmailed by Jaguar. If Mr. Satan did not fight the warriors, Jaguar would tell everyone that he, Mr. Satan, wet the bed at summer camp, a secret that only Jaguar knew. Mr. Satan agrees to go with Men-Men along with 18, who did not believe that Mr. Satan would pay the debt if he left. Goten and Trunks also follow behind the floating limo that would take Mr. Satan and 18 to the island where they would be fighting. When he gets there, Mr. Satan demands to see these fighters. They go into the room where Jaguar had his bio-warriors waiting. After a short demonstration of their power, Mr. Satan knows that he can't take them. During the demonstration, however, Goten and Trunks recognize Maloja, the shamen from Broly Second Coming. Mr. Satan has 18, for the price of another 20 million zeni; Trunks; and Goten help him out, claiming that they are his pupils. They take on the bio-warriors and defeat them with ease. Jaguar then takes them to take on his ultimate bio-warrior. While Jaguar is talking to Mr. Satan, Goten and Trunks see that the ultimate bio-warrior has a tail. They go over to him, and they recognize him as Broly, the Legendary Super Saiyan. They go over to Maloja, convicting him of being the only one there who could have known about Broly and revived him. He tells them that he collected Broly's dried blood and sold it to Jaguar. He declares that now the Legendary Super Saiyan would return and reap his revenge, revealing that he somehow knew that Broly was a Saiyan, let alone the Legendary Super Saiyan. Somehow he must have heard Gohan's telling of Broly's story. Goten and Trunks try to destory Broly's clone with an energy blast before he can awaken and reak havoc, but Broly senses it and repels the attack thanks to his Saiyan instincts. Broly breaks out of his tank and transforms immediately into his Legendary Super Saiyan form. Then an acid comes over the mechanical Broly and turns him into a weird, slimy, deformed version of his Legendary Super Saiyan form. The only part that still resembles his skin and bone appearance is the tips of his hair in the back. Maloja then takes Jaguar's money, and as he is making off with it, the acid that had consumed Broly consumes him, killing him. Bio-Broly is ordered by Jaguar to attack Mr. Satan, but 18 intervenes because of her payment. Bio-Broly easily defeats her, leaving her lying on the ground. Broly then goes after Mr. Satan again, but Goten and Trunks attack the clone of a Saiyan as Super Saiyans, appearing to be an even match (this means that either Goten and Trunks have goten a lot stronger since the events of Broly Second Coming, or Broly has was recreated much weaker, as Goten and Trunks were nothing compared to Broly in the previous film). As the acidic liquid spreads, stuff begins to melt. Goten is forced to abandon Trunks to save some scientists from dying in the acid. Broly then starts pounding Trunks. Android 18 tries to help him, but she is knocked out. Bio-Broly is about to kill 18 when Krillin arrives and saves her. Broly finds them and almost kills them, but Goten and Trunks save them and begin to fight Broly again. They keep getting pounded. Trunks makes the plan to try to melt Broly with the acid. Trunks lures Broly into a corner and blasts some bio-tanks that appear to melt Bio-Broly. However, it just makes the goop stronger, allowing Bio-Broly to have a more gelatinous form. The goop starts flooding the island. The four try to save as many people as possible, even Jaguar and Men-Men. Mr. Satan escapes by jumping into water and pretty much swimming to the ocean. When Mr. Satan is on shore, the acid is creeping up on him. He splashes sea water on it, trying to make is stay away from him, and the acid solidifies. The fighters notice this and Krillin, Goten, and Trunks fire a Kamehameha Wave at the ocean, causing a giant tidal wave to hit the island. Most of the acid flows into the ocean. Then out of the ocean comes a skyscraper sized Bio-Broly. He is about to attack when he is solidifed. They destroy him. Mr. Satan asks 18 to help him out of the water, but 18 says it would cost him another 20 million zeni. At hearing this, Mr. Satan decides to swim home, ending the eleventh Dragonball Z movie.
